According to Circular 04/2022/TT-BGTVT amending Circular 12/2017/TT-BGTVT of the Ministry of Transport on training, testing, issuance of road motor vehicle driving licenses, and driver training facilities It is necessary to equip and maintain car driving school cabins and equipment to monitor students’ driving time and distance on the road according to national technical regulations. Driver training facilities must equip and use car driving school cabins for driver training before December 31, 2022.


From January 1, 2023, car driving training centers will have to organize teaching car driving subjects in simulation cabins. Learning to drive a car on the simulation cabin will start with basic exercises such as operating the vehicle, practicing going uphill, perpendicular roads, and winding roads like the driving test. After that, students will have access to advanced exercises with driving skills on complex terrain such as hilly roads, highways, and city roads.

According to the provisions of Article 13 and Article 14 of Circular 12/2017/TT-BGTVT, amended by Circular 04/2022/TT-BGTVT, the time for each student to practice driving in a simulated cabin is regulated. determined as follows:

– Students studying for class B1, B2 and C driver’s licenses: 3 hours/course

– Students studying to upgrade their driver’s license: 1 hour (Only studying to upgrade from B1 automatic transmission to B1, they do not have to practice driving in the simulation cabin).


Although the subject content is added, the total time of the entire driving course remains the same. Having more time to practice driving on a simulator will reduce the time spent learning to practice driving with a practice vehicle.

Driving test on simulation software

Currently, some localities have applied simulation tests on computer software in training and testing for driver’s licenses with 120 scenarios simulating situations causing traffic insecurity. from the fact that traffic accidents cause serious and especially serious consequences.


In 2023, when learning to drive, practice driving in a simulated cabin will be taught at all driver training centers. Therefore, when taking the car driving test, students will have to take a test that simulates traffic situations on the computer.

According to Circular 38/2019/TT-BGTVT amending and supplementing a number of articles from Circular 12/2017/TT-BGTVT, the test simulating traffic situations can only be performed after students have passed the test. theory exam. If they pass the theory test and the traffic simulation software, the student will be able to take the practical driving test in pictures and on the road.


When passing all the above tests, the new student will be recognized for admission and issued a driver’s license according to the class for which he/she registered for the test.
