Pilot auction to sell car license plates

On November 15, the National Assembly passed a Resolution on piloting car license plate auctions. This Resolution takes effect from July 1, 2023 and will be implemented for 3 years.

According to the resolution passed by the National Assembly, car license plates put up for auction are license plates with a white background and black letters and numbers (except for license plates issued to cars of economic military enterprises, project cars, joint venture economic organizations with foreign countries, cars of foreign organizations and businesses, diplomatic representative agencies, consular representatives… operating in the territory of Vietnam).

The resolution stipulates that the starting price of a car license plate put up for auction is 40 million VND, the deposit is equal to the starting price of a car license plate put up for auction with a price step of 5 million VND.

The money collected from the auction of car license plates after deducting the costs of organizing the auction is paid to the Central budget. The management and use of money collected from license plate auctions will be specifically regulated by the Government.

In case at the end of the time limit there is only one person registering to participate in the auction or there are many people registering to participate in the auction but only one person participates in the auction, the license plate of the car up for auction will be transferred to that person.

The person who wins the car license plate auction is allowed to keep the auctioned car license plate in case the car is lost, damaged and cannot be used or is transferred, exchanged or given away to register another vehicle under the ownership. ownership, will be re-issued the license plate of the winning vehicle, and a document certifying the license plate if it is lost, blurred, or damaged.

But the auction winner is not allowed to transfer, exchange, donate, or inherit the license plate of the winning auctioned vehicle, except in the case of transferring, exchanging, donating, or inheriting the vehicle with the winning auctioned license plate.

Learn to drive a car through a simulation cabin

From January 1, 2023, car driving training centers will have to organize teaching car driving subjects in simulation cabins. Learning to drive a car on the simulation cabin will start with basic exercises such as operating the vehicle, practicing going uphill, perpendicular roads, and winding roads like the driving test.

After that, students will have access to advanced exercises with driving skills on complex terrain such as hilly roads, highways, and city roads.

According to the provisions of Article 13 and Article 14 of Circular 12/2017/TT-BGTVT, amended by Circular 04/2022/TT-BGTVT, the time for each student to practice driving in a simulated cabin is regulated. determined as follows:

– Students studying for class B1, B2 and C driver’s licenses: 3 hours/course.

– Students studying to upgrade their driver’s license: 1 hour (Only studying to upgrade from B1 automatic transmission to B1, they do not have to practice driving in the simulation cabin).

Although the subject content is added, the total time of the entire driving course remains the same. Having more time to practice driving on a simulator will reduce the time spent learning to practice driving with a practice vehicle.

From July 1, 2023, energy labeling is mandatory for electric cars and motorbikes

On December 30, 2022, the Minister of Transport issued Circular 48/2022/TT-BGTVT guiding on energy labeling for electric cars, motorbikes, and mopeds. electric hybrid. This Circular takes effect from July 1, 2023.

Specifically, in Article 9 of Circular 48, energy labeling for cars and electric motorbikes is regulated as follows: production and import facilities print energy labels themselves according to the form prescribed by the Ministry of Industry and Trade; For vehicles that use the same energy consumption test report, the SXLR and import facilities can publicize the information on the same energy label.

Regarding the location of the energy label, for pure electric cars and externally charged hybrid electric cars: the energy label must be affixed inside the vehicle, on the driver’s side, on the rear fixed side window or rear windshield, in a position easily observed from outside the vehicle.

For cases where it is difficult to observe when pasting inside the vehicle, it is allowed to stick on the outside of the vehicle in an easy-to-observe location. For pure electric motorbikes, pure electric motorbikes and hybrid electric motorbikes, the energy label must be affixed in an easy-to-observe location.
